對的, 加州州立大學系統, 每間大學的網站都有公民返美, 如何能付本州生學費的資訊, 當年我看過UC Berkeley, 正如你所說, 孩子自己回去居住也沒用, 要等到24歲才算州內居民.  今天剛登進去約略看了一下, 情況原來也沒變.  不過有個別例外情況, 可以點進去網站提供的PDF細看. Important Note About Residency

If you are a nonresident undergraduate student under the age of 24, whose parents are not California residents, you most likely will remain classified as nonresident for the duration of your undergraduate career.

我記得當年好奇, 所以找了一個偏僻的州立大學查詢, 印象中是U of Missouri, 剛才又進去看看, 相比加州, 要求低好多.   所以, 是要進入每間心儀大學查看網站有關residency訊息.
