Even if you want to go for A level at the end, leaving at Y9 is good enough as GSIS also prepare students for IGCSE. Every year 10-18 kids will go to top boarding school at Y9 and some at sixth form for A level. Learning 2 more years of IB skills will be helpful for the future even if he is not doing IB at the end.
His so call “average English level” at GSIS could be well above average already for IB. In case he changes his mind and decides to stick with IB, GSIS is one of the best in this.
Furthermore if he wants to study in UK later, GSIS also gives you good reputation and track record for application. So I don’t see any good reason that he needs to decide and switch at this early stage.
