As far as I know, HKIS gives highest priority to American citizens, and GSIS gives highest priority to students with German or Swiss nationality. The second priority (both schools) is given to those with corporate debentures or those applying from overseas. Then comes everyone else.
I thought that ESF Primary gives priority to those students which, according to their assessment, cannot fit into the local school system. These will include all foreigners as well as those children who attended international kindergartens.
