My son also 20 months now.... the situation is same as your son started from 14 months when he firstly started the playgroup....so i ended up quit it when he was 17 months because i was so tired to go playgroup with him.
Until he was 19 months, i started again another course. Because he is so active at home and i think he can learn more outside n widen his experience.... (only maid at home + i am a working mum).... after 3 sessions, 1 hour each week, i find he has improved - not going around all the time( but sometimes) to play with something interested him inside the classroom, start to know the routine such as line up to washing room, sit down and follow instruction. (still not as quiet as others, but is improving).....
so i think you dont' need to worry, just try your best to teach and give more patience to him..... they need our guidiance....
