My fd in the church is teaching in a so-called elite school with 90% of the students taken this subject reached 5 in the first DSE. He didn't do private tutoring and didn't encourage students doing that. HIs view is that students paying attention in the class and doing the exercises given by the teacher should be able to handle the exam. For students having tutoring (no matter one on one or large scale), it's common for them to rely on the tutor and thus will not pay attention in the class.
Re. doing more exercises, in case your girl's school doesn't provide adequate exercise (at F.3 I guess v. likely), you may wish to ask her to consult her teacher the recommended publishers. For exercises from other exams, like GCE, SAT, IB, etc., mindful the syllabus is different and the assessment criteria may be different too.
In those old days when we were in F.3, though we were only taught the Atomic Structure and Bonding, I recalled classmates planned to take science stream in my class have done all available exercises in the market for the topic concerned in F.3. Thus, exercises are all along available. The point is whether students are willing to do it.
