I have learnt a case that a Cat.2 non silbling, ESF kinder applicant, who passed the interview in Jan, and has just got on the boat in an ESF primary Year 1 until the last minute, (someone withdrew), while there is still a long queue behind.
All education experts: please correct me if i was wrong.
