Debenture / Capital Levy?

May I ask a stupid question - what's the difference btn debenture and capital levy?

literally debenure will be returned to parents when kid leaves the school, no interest earn. Kinda lend money to the school for investment. Levy is no returned, it is supposed to fund the school and the teachers for developing better training skills. In fact you don't know how they use your money and school rarely disclose. Levy should be lesser than Deb.
